[xacml-comment] The URI prefix for subject categories

Two comments on the URI prefix for subject categories.

1)
Section 4.2.2 uses a wrong prefix
urn:oasis:names:tc:xacml:1.0:subject:category

2)
I wonder if the URI prefix is added to Section 10.3.2.
