[xacml-comment] Actions taken on XACML Comments, 11/21/02 and 11/25/02

Thank you all for the time and effort you are taking in helping
review the XACML Specification and schemas.  Your comments are
extremely valuable, and should help make the final XACML
specification much more clear, consistent, and useful.

Rather than respond individually to each of your comments, I am
attaching the file containing resolutions to all comments to
