[xacml-comment] Urn versus urn

[this is the 3rd time I've tried to post this message...apologies if you see
 it more than once]

I suspect this is just Word trying to outsmart the spec, but in a number
of sections in 10.3 (10.3.2, 10.3.4, 10.3.5, 10.3.6, 10.3.7) the 'u' in 'urn'
has become a 'U'
