[xacml-comment] Subject Category URIs in testcases

A comment on the testcases:

Don't use "urn:oasis:names:tc:xacml:1.0:subject:subject-category"
as the prefix of subject category URIs
Instead, use "urn:oasis:names:tc:xacml:1.0:subject-category"

E.g.
urn:oasis:names:tc:xacml:1.0:subject:subject-category:intermediate-subject
and
urn:oasis:names:tc:xacml:1.0:subject:subject-category:codebase
are used in the testcases.

The shorter prefix is used in Section 10.3.6 and Appendix B.2.

Also, "intermediate" should be "intermediary"???
