[xacml-comment] xs:time

I sent in this comment a couple of times to the TC list, but somehow it
slipped through the cracks. Sections A.2 (Primative types) and B.4 (Data
types) include date and dateTime, but not time. The time type is used by
many functions and at least one standard attribute, and should be on those
list.
