[xacml-comment] Function Identifiers in Section 10.3.8

Section 10.3.8 use QName as function identifiers.
Don't use the namespace prefix "function" and replace all the qnames with
the corresponding URIs.
Remove line 3302 (xmlns:function="urn:oasis:names:tc:xacml:1.0:function").
