"urn:oasis:names:tc:xacml:1.0:policy-combining-algorithm:only-one-applicable-policy"
is the identifier defined in Section B.10 for this combining
algorithm.  In the description of the combining algorithm in
Appendix C.4, the more generic name "Only-one-applicable" is
used.

I will recommend that the Section B.10 use "only-one-applicable",
since the specification is currently inconsistent.
