While the TC argues about whether type-incorrect arguments to a
function make the Policy invalid or return Indeterminate...
I've changed Both D002 and D024 to add a one-and-only wrapper
around the final AttributeDesignator, but made the MustBePresent
XML attribute "true".
This should return Indeterminate, which was the intent of the
test case.
