[xacml-comment] <StatusCode Value= type>

In the current schema, the type of the StatusCode Value XML
attribute is specified as xs:QName.

I believe it should be xs:anyURI to agree with our previous
decisions about avoiding use of QNames except within schemas to
refer to other schema elements.
