The policy has
<SubjectAttributeDesignator AttributeId
="urn:oasis:names:tc:xacml:1.0:subject-category" DataType
="http://www.w3.org/2001/XMLSchema#anyURI" />

No "urn:oasis:names:tc:xacml:1.0:subject-category" attribute is in the
request context.
So the expected response should not be Permit.
