[xacml-comment] Test IIB045 - Only contains a single resource

Hi.

Pardon if this has been addressed already but I didn't see it in the
archives and it wasn't fixed in the latest tests. Test IIB045 (Case: no
match: multiple resources) only contains a single Resource in the policy.
According to the test definition, there should be multiple resources in the
policy. The Description confirms this. Compare this with IIB044 which
contains two resources. I suspect that these two policies should be the
same.
