You used StatusCode Value="urn:oasis:names:tc:xacml:1.0:status:missing-attribute">
in response. 

I think it should be <StatusCode Value="urn:oasis:names:tc:xacml:1.0:status:processing-error">
since it is a syntax error. What is your idea?
