A edit suggestion on XACML admnistrative policy

This is only a edit suggestion.

XACML Administrative Policy redefined <Target>, adding <Delegates> element. According to XACML core, <Rule> could include a <Delegates> element. In 5.2.8 section, the specification said policy evaluation shall be don as in the core processing model. I think the specification should also point out rule evaluation shall be done as in the core processing model. It will make the specification more clear.
