about policy and policyset value evaluation

Dear XACML Committeeㄛ 
  
  In XACML core, rule and policy combining algorithms consider the four evaluation values,in other words, permit, deny, not applicable and indeterminat are the valide input of combining algorithm. For clearly, I think if the target is match, the policy or policset value is determined by combining algorithm and is not considered in three situations. Hope this comment make s the XACML more clear.
