Condition and FunctionId attribute

Hi,

as far as I can see, there's kind of a mistake in the 2.0 and 3.0wd5
specs regarding
the Condition element maybe having the origin in the 1.x specs.
As of the current schema, Condition is defined without having an
FunctionId attribute, but in
chapter 7.3 the FunctionId is referred to (see lines 3334-3337
2.0spec-os and line numbers 2935-2938 in 3.0wd5 ).

Secondly, by the schema the Condition element is allowed to contain an
AttributeValue expression.
This actually makes no sense, but is valid, however. Thus, different
substitution groups should be used
for an AttributeValue cannot be evaluated alone, can it?
