Hal, Thank you for confirming.  Yes I noticed 
the path is different.  The first time I saved the xacml file, I had to 
rename the file to keep it from overlaying the saml file in my OASIS review 
directory.  At some point I recommend changing the names.  Will this 
be done?

Yes, it is a mistake. 
  However, notice that if you follow the link you will get the correct files, 
  because they are in the xacml branch instead of the security-services (SAML)

These file 
  names are exactly the same as the SAML files also under comment at 
  OASIS.
