found the answer to my question :-). one can use the constructor of
RequestCtx to add the resourceContent.
But more interesting is how onecan  add namespace Attributes to the root
element of the XACML Request (the <Request> Element)

How can one get the pep to put data in the resourceContent Element of a
XACML Request Context? Is there a standart way how to do it?
