Why should we need examples of this in the conformance tests? In a 
Condition, a Designator is used to reference an attribute, and that 
attribute is treated the same regardless of whether it came from the 
Subject or Resource. As long as a PDP's codebase handles designators, 
there's nothing more to test here.

Now, in a Target, it's a different story, since you can only reference 
Subject Attributes in a SubjectMatch, etc.
