Hi Imran,
I think owner attribute is not necessary for policy or policy set since it
will make the administration of the policies even more difficult (number of
users).
i will suggest a service which is responsible for the policy editing
(read/write) and you have some kind of access control on that particular
service on the basis of user attributes.
