We developed ACPT tool as follows.

The jointly-developed NCSU/NIST ACPT (Access Control Policy Tool) is available as a beta release. 

This tool includes XACML policy generation (based on selected policy models) along with various verification and testing features. You may refer to the our tool demo paper 
[Policy Demo 2011] to know more details.

Currently, users have been very positive, and are applying ACPT to a wide variety of software. “There are many valuable features in the NIST ACPT and we hope to recommend it to our vendors to verify and validate the policies they author.“
