[xacml] Schedule for 0.9

Title: Schedule for 0.9
Colleagues - I am stuck on the road due to storms.  So, I am certain I won't get 0.9 out on schedule.  I now expect to send it out before start of business on Monday morning (East Cost).  Happy shoveling to all those North of 40 degrees.  All the best.  Tim.
