[xacml] xsi type for AnySubject/Resource/Action

My XML parser gives a warning on the following lines in the
policy schema:

	<xs:element name="AnySubject"/>
	<xs:element name="AnyResource"/>
	<xs:element name="AnyAction"/>

saying "anyType" is implicitly used as the content model in this
element.

Is there a way to indicate explicitly that these elements have no
contents?  Should we restate these elements so that the lack of
contents is explicit?
