The section 7.13 rewrite that I just submitted should be
considered as superseding the hierarchical resources proposal I
submitted on Monday.

If anybody wants to squawk about how late I am submitting things,
please feel free.  I know I am bending the rules, and if your
forbearance does not extend this far I am happy to withdraw the
proposals.  I still think we would need to rewrite 7.13, since it
is ambiguous in many places.
