Comments on dnsName, ipAddress, and their match functions

Attached is a set of comments on the specification of the new
dnsName and ipAddress DataTypes (A.2), and on their match
functions (A.3.13).

The only significant change is to reference RFC3513 (Classless
Inter-Domain Routing (CIDR): an Address Assignment and
Aggregation Strategy) and RFC1519 (Internet Protocol Version 6
(IPv6) Addressing Architecture) for the semantics of matching IP
addresses, rather than attempting to re-define the semantics in
our document.

In addition, there are several minor editorial changes suggested.
