Policy element of PolicyType type can not
include other policies and PolicySet that can include other policy sets and
policy does not include variables
Quoted example is invalid.

VariableDefinition scope
Hello
can someone confirm that VariableDefinition's scope is the containing policy
only, and doesn't include policies within the policy?
Example:
<Policy PolicyId="P">
<VariableDefinition VariableId="V">...
<VariableDefinition>
<Policy PolicyId="C">...
</Policy>
</Policy>
So, the variable V can be referenced only from within rules and target of
policy P, not policy C.
