CD-1 issue #47: occurense of attribute assignment expressions

The issue number refers to the XLS-sheet found in this email:

The commenter notes that in several places when the spec speaks about 
attribute assignment expressions, it mentions only obligation 
expressions, not advice expressions.

I propose that we update the spec so it also says that the attribute 
assignment expressions may be included in advice expressions.
