The definition you gave, John, is very "XACML 2.0"-like. I can see that it's also the definition in the XACML 3.0 document. We should broaden it to include environment attributes and attributes of custom categories.

On the last call, I said that it was too soon to start working on 4.0.  I am holding to that, but have a suggested change for the definition for “target” when the time is right.
