This URL (first para of the charter) does not work.

This is the third time it has broken since I sent
in the TC request. That is why the BioAPI 1.0 document
is stored on the XCBF web site under the documents
heading page. I'll try to find where they've moved it
and fix this link, or simply set it to point to the
XCBF page.
