I suggest the following change to the minutes.
From:
"It was agreed that we will support all algorithm for signatures at the
protocol level, and add conformance requirement that are likely to include
support for at least DSA, RSA and possibly EC algorithms also. For EC, we
may choose two sets of vetted domain parameters to lessen chances of
interworking failure and to limit implementation cost."
To:

support for DSA and RSA. We will likely specify optional support ("MAY")
for EC algorithms, and may choose two sets of vetted domain parameters to
lessen chances of interworking failure and to limit implementation cost."
