[xcbf] Committee Specification Ballot Results

The ballot has passed with nine of eleven possible votes being
cast in favor of approval and no votes cast against and no
abstentions.

I am editing the CS draft and cutting in the fixes required to
address all comments. I will post the completed document
later today and ask for you to approve this final version as
the final committee specification.

I will also ask in a seperate ballot that you approve submitting
this final version for consideration as an OASIS Standard.
