[xcbf] Vendor specific formats

In reviewing the XCBF specification, I note an error
in "a3vision" which should be "a4vision". On looking at
the www.ibia.org web site, I also notice that there have
been several recent OID assignments that should be
reflected in the updates to the XCBF CS document.
