Update to XDI TC telecon schedule and membership note

XDI TC Members and Observers:

On the official TC call last Wednesday, it was decided that since we do not
currently have any active members in Europe, while we have very active
members in the U.S. and Asia, we will standardize our telecon schedule to be
from 5-7PM Pacific time Wednesdays / 10am - Noon Japan time Thursdays.

We will continue to hold telecons weekly, alternating between official and
unofficial calls, with the next call (Wednesday Dec. 1) being unofficial.
For maximum productivity, the unofficial calls will continue to focus on a
specific current topic of discussion, so only those with a specific interest
or action item relevant to that discussion need attend.

Also, due to our alternating calls times, we have been flexible about
meeting attendance rules. With our new schedule, and with us transitioning
into formal specification drafting, we will be tracking attendance more
rigorously. Please mark your calendars in advance and make sure you maintain
attendance at 2 out of every 3 official meetings.

In addition, you must vote on 2 out of every 3 ballots. We will be holding
several ballots between now and the end of the year which will also help us
confirm active voting membership. The first one will be to approve minutes
of the last few meetings.
