1) REVISED CHARTER

2) PROPOSED PRIORITY OF LINK CONTRACT DEFINITION
Victor has sent email proposing that the TC make it a priority to produce a
Working Draft of XDI link contracts so that implementations can begin
testing/using these in advance of other parts of our work being complete.
