Giovanni, thanks for the reminder about that paper. We discussed it on the call, and I took the action item to review it and add comments to the Equivalence Links proposal about how $ref and $is compare to the observation in the paper.
Equivalence is a MUCH deeper concept than it appears on the surface.

We ended up defining a new property called "h:correlation", which would be a weaker assertion of equality than "owl:sameAs", but I'm not sure if I would re-use the same definition we used back then today.
