Escaping non-Unicode Characters

Hi,

We have a requirement related to the representation of non-Unicode characters (see
http://wiki.oasis-open.org/xliff/OneContentModel#OneContentModel.2BAC8-Requirements.ShouldbeabletorepresentillegalXMLcharactersinthecontent ).  I would recommend that we have a look at the proposal at  http://unicode.org/reports/tr35/#Escaping_Characters  .
