[xliff] Ballot on Section 2.5 of the XLIFF specification

Hi all,

I have sent out ballots for the removing section 2.5 of the XLIFF specification to the email addresses of the TC. These are expected back by November 11th. Iwould appreciate you adding the other email address of Tony, Jonathan, Yves and I as suggested in the ballot email.
