RE: [xliff] Phases of alt-trans - use of alt-trans for change history

Change-control of the <source> is a very valid concern but wasn't 
considered. When I refered to change-control, my intension was for the 
<target>. I'm not sure that <alt-trans> should be used for 
<source> change-control but I'm also not sure that it shouldn't.
