1. STATEMENT OF PURPOSE

This is the reason for the proposed change. This section will explain
what 
issues are being addressed by the proposal. It should be complete and 
short, between 3 - 10 sentences.

2. STATEMENT OF REQUIREMENTS

This section outlines any other requirements considered in the
proposal, including the requirements refined from the STATEMENT OF
PURPOSE.

3. PROPOSAL

This section discusses the proposed solution to the issues raised in
the STATEMENT OF PURPOSE and addresses each requirement put forth in
the
STATEMENT OF REQUIREMENTS

4. IMPLEMENTATION

This section gives examples of how the proposal works in XLIFF. This
could also show how the proposal could be used in solving other
possible
problems and how it fits within the current specification of XLIFF.

5. SCHEMA/DTD

This section shows how the proposal affects or is implemented in the
current Schema/DTD.

6. BACKWARDS COMPATIBILITY 

This section is a short description of what the proposal's anticipated
impact is on 
existing XLIFF implementations.  We may want to come up with a
normalized list of 
compatibility levels.
