Voice XML and related issues

Attatched a word document regarding this long outstanding issue

The document is a rehash of previous documents, hopefully a bit more 
readable, plus actual proposals for how to handle the issue

Please note, that this is not a problem with localizing some odd XML 
document that i have, but to handle high quality translation 
requirements that currently have no solution anywhere within the i18n space

This is on the agenda for tomorrow

And As i mention in the document, you will be using the application to 
be localized as you log into the conference call!
