Updated xliff 1.2 schemas

Attached are the updated xliff 1.2 schemas per Tuesday’s
mtg. 

 

Primarily, the names were changed and the transitional
schema changed from using global complexType definitions to global element
definitions so that constraints for ‘mid’ could be added without
duplicating the constraints.
