RE: [xliff] Liaison report for TC 37

Maybe just say that 2.0 includes addressing the interoperability issues introduced by custom extensions.

I guess my overall point is that the report should probably avoid being very specific on what 2.0 *will be*, because while we know most of the goals, we don't know yet for sure how they'll be achieved.
