Freezing proposed features at 2nd November meeting

Hello,

I propose we set the second meeting in November as the last day proposed features can be voted on to make it into the XLIFF 2.0 Specification. Any item not approved by that date would be automatically moved to section 3. Of course all items in section 3. would be eligible to be re-intoriduced for future versions of XLIFF.

If somebody would second (on list) we could vote on this deadline Tuesday.

I think this will help us ensure that we have a Committee Draft ready for consideration by the end of 2012.
