[proposed-solution] csprd01-001, Format Style Processing Requirement enhancement

For csprd01 comment# 001, (https://lists.oasis-open.org/archives/xliff-comment/201304/msg00000.html) I propose that we add the following Processing Requrement:

The fs and subFs MUST be configured in such a way that the resulting HTML snippet is valid, such that it can be rendered by a standard HTML browser.

Example of a conforming use of the Format Style module:
<source fs:fs="p">Today is a  <pc id="1" fs:fs="strong">nice </pc> day.</source>

Example of a non-conforming use of the Format Style module:
<source fs:fs="p">Today is a  <pc id="1" fs:fs="body">nice </pc> day.</source>

Please let me know if you have any objections or suggestions by 31 May. If I get no replies I will assume approval.
