Call for Dissent: xliff 2.0 csprd01 comment 034

Hi all,

in response to Chase's comment and also because of removing the candidates module from segment, I made the id on match required.

I also introduced a new annotation type for pointing to matches and made other changes to remove references to the <segment> element and other editorial changes to improve clarity. All this should be in the latest wd02.

If anyone sees an issue with this, please discuss them in this therad by the end of this week (Friday).
