Call for dissent: csprd02 140, add @type to group

I propose we add the @type attribute to the group element as a solution to the comment raised by Yves (https://lists.oasis-open.org/archives/xliff-comment/201310/msg00029.html).

 

If I do not hear dissent by the end of this week I will consider this approved.
