Proposed Solution for Fragment Identification: Fwd: [xliff] Version Control Commit by David.Filip

Hi all, 

Yves suggested that many TC members might have the commit notifications disabled or filtered out.

Please don't.

These are very important as we are moving towards our (hopefully) last public review.

This is to notify the TC that I have improved the proposed solution for fragment identification.

This solution is not approved, may be amended based on further feedback or replaced by a completely different solution..
