Forwarding the commit note as a status report of the spec before the meeting
I am going to submit one more revision before the meeting
This will add the prohibition of use of the xml namespace on markers.
I forgot to do this while making the xml:space and xml:lang related changes
I also added xml namespace to normative references to facilitate referencing it in the spec.
