Call For Dissent re csprd03 re 208

Hi all,

re Yves csprd03 comment 208, I propose that the spelling is unified to

"XML namespace" rather than "xml namespace".

I will perform the change in spec right away and will assume that the change is approved unless I hear dissent by the end of this working week PDT.
