Tom, since the CFD peiod you specified is over, you are OK to fix the schema type as NMTOKEN and I will make the minor spec edit described above, so that we are absolutely consistent

AFAIK change track inconsistently re-uses the core appliesTo. As of now I haven't formed an opinion how to best fix that with minimum impact.
