Prefixes Registration for Fragment IDs

Hi everyone,

Back in May we started to look at the way to register fragment ID prefixes for extensions.

There is a straw man proposal here:

It would be nice to make some progress on this before the end of the specification comment period so the procedure is in place when
we go to the final ballot.
